Television Sydney (tvs) Limited is a not-for-profit company licensed under the provisions of the Commonwealth Broadcasting Services Act (1992) governing Community Television.

tvs is allowed to broadcast up to seven minutes per hour of Sponsorship Announcements — just like 30 second television commercials — and can sell up to eight hours of its program airtime per day to external profit-making producers.

This will enable tvs to pay for its setup costs and operating expenses.

The tvs Broadcast Operations Centre (the "BOC") is located at the University of Western Sydney’s Werrington South campus. It has a completely digital television play-out facility, purpose-built to ensure that the channel is able to evolve with future advances in broadcasting technology and Australian media laws.

From the BOC, the tvs signal will be linked to its powerful 20 kW transmitter at Gore Hill.
